LMPOA Board Tackles Infrastructure and Legal Transitions

The La Playa Mission Property Owners Association (LMPOA) Board of Directors convened on December 20, 2025, to finalize several high-priority initiatives aimed at modernizing community security and ensuring financial stability during a period of regional administrative shifts.

Financial and Administrative Updates

Following a recent banking crisis, Treasurer Bev Wilburn reported the successful opening of a new account. To streamline dues and payments, the association has moved to a new Zelle address: lmpoabaja@yahoo.com. The Board is also coordinating with Mexican accountants and BBVA Ensenada to transition guard payments to a cashless debit card system.

Financially, the association is managing a tight margin. With actual income currently at $153,000 against a planned $171,000, the Board is closely monitoring expenses. After mandatory obligations like salaries and IMSS benefits are met, approximately $36,800 remains to cover the $37,150 in budgeted non-salary expenses.

Security and Infrastructure

The community’s $24,300 video surveillance project has officially entered its first two phases. Contractors have begun installing towers and electrical supply sources. This new system, expected to be fully operational by February 2026, focuses on utilizing AI alerts for real-time investigation rather than traditional passive recording. Additionally, Jimm Burton’s work on the new community website is nearing completion, with a planned launch in January 2026.

Legal and Regional Matters

Key regional updates dominated much of the discussion:

  • Tax Jurisdiction: Despite shifting leadership in Rosarito, residents are strongly advised to continue paying their taxes in Ensenada until the Rosarito administration is fully prepared to take over.
  • Road Regularization: Following unauthorized closure attempts on Ugarte on December 8, the Board met with legal counsel and involved parties to ensure no further disruptions occur. The road connecting Ugarte with Cerro del Coronel will be officially regularized with the government.
  • Bomberos: To resume the collection and distribution of funds, the bomberos must establish themselves as a legal entity, likely as a non-profit Asociacion Civil.

Looking Ahead

The Board is preparing for more inclusive community engagement by upgrading their Zoom capabilities to support up to 300 attendees for hybrid General Assembly meetings. Physical venues are also being scouted to assist those who prefer in-person attendance.
